双城关联度测度:以成渝地区双城经济圈为例

The Measurement of Dual Cities Connectivity:Taking the Chengdu-Chongqing Economic Circle as Example

双城关联度指经济圈内地理位置邻近的两个城市及其内部不同区县之间,在人口流动、产业协同、文化交流、经济发展、政策互动等方面互联互通、耦合协同的定量测度与评价。以成渝地区双城经济圈为例,针对经济圈内部双城的不同发展模式,构建出多层次、可量化的关联度指数,可为进一步提升双城深度融合发展水平提供科学决策的依据。研究表明,双城内部不同区县应根据自身交通环境、产业布局、人口分布规律以及市场需求等,确定双城关联度空间结构优化与耦合发展的优先次序。鉴于此,唱好“双城记”,城市管理者需拥有更为全面和长远的战略眼光,应加大优势产业发展力度,形成分工明确、优势互补的良性竞合关系;发挥空间关联中心外溢效应,带动周边县(区)加快发展;增强优势规模效应,推进区域基本公共服务均等化;强化外部经济韧性,形成开放、创新、共享的贸易格局;加快培育内生性创新动能,同步实现空间联通和经济联通;打造良性竞合机制平台,实现资源优化配置和利益共享。

The connectivity between dual cities refers to the quantitative measurement and evaluation of the interconnection in the economic circle and their different districts and counties in terms of population mobility, industrial coordination, cultural exchange, economic development, policy interaction. Taking Chengdu-Chongqing dual city economic circle as an example, a multi-level and quantifiable connectivity index is constructed according to the different development modes of the dual cities within the economic circle, which can provide a scientific basis for decision-making to further improve the level of the deep integration of the dual cities. The research shows that different districts and counties within the dual cities should determine the priority of spatial structure optimization and coupling development of the dual cities’ relevance according to their own traffic environment, industrial layout, population distribution and market demand. In view of this, to sing the “tale of two cities” well, city managers need to have a more comprehensive and long-term strategic vision, strengthen the development of advantageous industries, and form a benign competition and cooperation relationship with clear division of labor and complementary advantages. City managers should give play to the spillover effect of spatial connection center, promote the development of surrounding counties, strengthen the scale effect of advantages and promote the equalization of regional public services, accelerate the cultivation of endogenous innovation momentum, and build a platform of benign competition and cooperation mechanism to achieve optimal allocation of resources and benefit sharing.
