河北省农村土地流转问题及对策

Problems and Countermeasures of Rural Land Circulation in Hebei Province

在农业机械化和城镇化不断推进的大背景下,农村土地流转问题日益受到重视。目前河北省农村土地流转工作取得了一定成绩,但是相较于全国来说,仍然存在着土地流转规模小、流转方式单一、流转价格高以及流转不规范等一系列问题。产生这些问题的深层次原因在于土地产权有待进一步清晰,土地流转中交易成本过高,金融支持仍然不到位。进一步推动河北省土地流转工作需要保护农民的土地流转利益,加强土地流转服务体系建设,加大金融支持力度。

Under the background of agricultural mechanization and urbanization,the issue of rural land transfer has been paid more and more attention.Although Hebei province has made some achievements in rural land transfer,but compared to the whole country,there are still a series of problem such as the scale of land circulation is small,the circulation mode is single,the circulation price is high and the circulation procedure is not standard etc.The underlying reason for these problems is that land property rights have yet to be clarified,the transaction cost in land transfer is too high and financial support is still lacking.To further promote land transfer work in Hebei Province,it is necessary to protect farmers’interests of land transfer,strengthen the construction of land transfer service system and financial support.
