Xi Jinping s Original Thoughts on Foreign-Related Rule of Law

“坚持统筹推进国内法治和涉外法治”等有关涉外法治的重要论述,是习近平法治思想的重要组成部分,是习近平法治思想原创性贡献的重要体现。遵循习近平涉外法治理论,面对国际上日趋激烈的制度规则博弈,要强化法治思维、运用法治方式,发挥法治核心竞争力的作用,统筹推进国内法治和涉外法治。基于新一轮对外开放的新发展阶段、理念和格局,涉外法治工作必须加强总体战略布局,占领制高点,掌握主动权;要运用法律武器坚决反击“长臂管辖”,充实法律“工具箱”,推动形成涉外法律法规体系;要发展更加平等包容、公正合理、合作共赢的全球治理体系,践行“共商共建共享”,提升参与全球治理的话语权;要变革不公正不合理的国际规则、国际机制,推动构建人类命运共同体。

The original thoughts on foreign-related rule of law such as“to take a coordinated approach to the rule of law at home and in matters involving foreign parties”are an important part of Xi Jinping Thought on Rule of Law.Facing the increasingly fierce institutional competition in the international community,we must follow Xi Jinping Thought on Foreign-related Rule of Law so that we can strengthen our rule of law thinking and practice,give full play to the role of the core competitiveness of the rule of law,and promote the rule of law at home and in matters involving foreign parties in a coordinated manner.Based on the development concept and pattern in the new stage of opening up,we must strengthen the strategic layout,occupy the commanding heights,and master the initiative in practicing foreign-related rule of law.We will resolutely counter“long-arm jurisdiction”with legal weapons,enrich our legal“toolbox”,and promote the formation of foreign-related laws and regulations.In addition,we should make the global governance system more equal,inclusive,just,and equitable;pursue win-win cooperation;practice the principle of“extensive consultation,joint contribution and shared benefits”;make our voice better heard in global governance;reform international rules and mechanisms that are unfair,unreasonable,and inconsistent with the evolving international landscape;and promote the building of a community with a shared future for mankind.
