深化产学研合作,必须充分发挥政府作用,做好顶层政策设计。为有效推动我国自主创新能力的提升,建议政府部门通过挑选合作伙伴、明确政府定位,加强合作能力建设、激发合作意愿,总结合作案例、推广最佳实践,以项目推动深度合作;建立连接政府相关部门与企业、高校、科研机构之间的制度化利益表达渠道,积极帮助各方提升沟通能力、提高沟通质量,促进思想、观念、知识、技能在大学、科研机构和企业之间的双向转移,建立产学研的平台对话机制、加强合作中的冲突管理,以达到实现各方互动交流、有效沟通的目的,更好地加强产学研合作。

The key to play the role lies in how the government should seize the opportunity in the complex economic and social development environment to exert its due positive influence.In order to effectively promote the improvement of China's independent innovation capacity and further deepen the industry-academia-research cooperation,it is suggested that government departments should choose partners,clarify the government positioning,strengthen cooperation capacity building,stimulate cooperation willingness,summarize cooperation cases,promote best practices,and promote deep cooperation through projects.At the same time,communication channels should be established to connect relevant government departments with enterprises,universities and scientific research institutions,actively help all parties to improve their communication ability and quality,promote the two-way transfer of ideas,concepts,knowledge and skills between universities,scientific research institutions and enterprises,establish dialogue mechanism of industry-academia-research platforms,and strengthen conflict management in cooperation.In order to achieve the purpose of interaction and effective communication,better strengthen industry-university-research cooperation.
