Digital rule-of-law government is not just putting digital government under the rule of law,but an inevitable reflection of the transformation and upgrading process from modern rule of law to digital rule of law.Therefore,it is bound to be an overall reshaping process in terms of operational procedure,institutional mechanism as well as institutional model,thus forming a digital governmentplatform mechanism,a digital administrative-behavior mechanism,a digital citizen-participation mechanism,and a digital social-governance mechanism.This requires adhering to the value of the digital rule of law,establishing a legitimate and reasonable framework for digital administration,safeguarding digital citizens’right of participation,and creating a digital civilization ecosystem with good laws and good governance,so as to effectively promote the construction of a digital rule-of-law government and build a digital rule-of-law order.
