改革开放以来政府体育治理的注意力研究

Attention of Government Sports Governance Since the Reform and Opening-up

政府体育治理的注意力是指政府对体育的关注程度、资源配置及变化逻辑,反映了政府决策者将体育治理纳入决策议程的过程,决定了政府体育治理的资源配置与精力投放。运用文本分析法,以改革开放以来的《政府工作报告》为样本,分析改革开放以来政府体育治理的资源配置及变化逻辑。研究发现:1)从整体看,改革开放以来政府体育治理的注意力呈现“震荡上升”的阶段性特征,并保持相对的稳定性;2)从局部看,改革开放以来政府体育治理的注意力分配具有显著差异性的特征;3)从治理领域看,改革开放以来政府体育治理的各项具体领域指向具有明显的不平衡性特征。建议:1)在纵向上,要继续提高政府体育治理的注意力配置水平,加大政府体育治理的精力投放;2)在横向上,加强政府体育治理的各具体领域的注意力投放;3)在治理领域上,要加强学校体育、群众体育和体育产业的治理,让政府体育治理的注意力达到各领域协调均衡发展的状态。

The attention of government sports governance refers to the degree of attention, resources distribution and change logic of the government to sports, which reflects the process of the government decision-makers putting sports governance into the decision-making agenda and determines the resources distribution and energy input of government sports governance.By using the text analysis method, this paper analyzes the resource distribution and change logic of government sports governance since the reform and opening-up taking Government Work Reports as samples.The findings of this paper include: 1) on the whole, the attention of government sports governance has shown a staged characteristics of “oscillating-rising” and has maintained relative stability since the reform and opening-up;2) from a partial perspective, the attention distribution of government sports governance has the remarkable difference characteristic since the reform and opening-up;3) from the perspective of governance field, the direction of each specific field of government sports governance has an obvious imbalance characteristic since the reform and opening-up.Suggestions: 1) vertically, we should continue to improve the attention distribution level of government sports governance and increase the energy input of government sports governance;2) horizontally, we should strengthen the attention of each specific field of government sports governance;3) in the field of governance, we should strengthen the governance of school physical education, mass sports, and sports industry, so that the attention of government sports governance can reach a coordinated and balanced development state.
