摘要
事业单位改革是中国行政管理体制改革中的重要组成部分,其改革的成效将直接影响中国公共服务供给水平以及国家治理绩效。由于事业单位体量巨大、业务繁杂,改革一直面临着各种挑战。供销社系统是传统事业单位版图中的重要一员,在改革的过程中如何顺利转型,是政府和学界所共同关注的问题。在对广州市供销社系统进行调研的过程中发现,其在传统经营类业务基础上组建社工机构,借助政府购买服务拓展组织边界,参与社会服务,既实现了与行政资源的重新链接,又获得了新的专业技能、开辟了新的活动空间,从而提升了组织合法性。事业单位改革可以根据具体目标出台配套性政策,激发组织多元能动性,为推进国家治理体系和治理能力现代化做出贡献。
The reform of public institutions is an important part of the reform of China’s administrative management system. The success or failure of the reform directly affects the level of China’s public service supply and national governance performance. Due to the large size and complex business of public institutions,the reform has always faced challenges. This paper takes the Guangzhou Supply and Marketing Cooperative System as a successful case. Through the research,it is found that it has established a social work organization on the basis of traditional business operations,expanded the organizational boundary with the help of government purchase services,and participated in social services. The reform of public institutions can introduce supporting policies according to specific goals,stimulate the multi-activity of the organization,and make it an important component of the modernization of the national governance system.
