精细化工园区VOCs全过程污染防控策略 被引量:2

摘要 以国内典型精细化工园区——杭州湾上虞经济技术开发区为例,从多角度深入分析了该园区开展的VOCs全过程污染防控实践和成效:案例园区VOCs污染现状的表征,包括VOCs排放总量、各排放环节贡献、排放浓度及组成等;企业开展的原料替代、储运改造、设备升级和末端治理等VOCs全过程污染防控关键行动;园区多层级、多精度VOCs监测体系建设;面向更精准的排放源定位,运用机器学习方法建立了车间层面生产工艺参数与VOCs排放浓度时间序列数据之间的定量响应关系模型;案例园区VOCs污染管控成效及政策启示。所凝练的VOCs防控实践可为国内其他同类园区提供有益的借鉴和示范。 Taking Hangzhou Bay Shangyu Economic and Technological Development Area,a typical fine chemical industrial park,as an example,this study analyzes the practices of comprehensive prevention and control of VOCs pollution and their effects on the park from multiple aspects such as:Characterization of the current situation of VOCs pollution in the case park,including the total amount of VOCs emission,the contribution of each emission link,the emission concentration and composition,etc.;Key actions adopted by enterprises,including raw material substitution,storage and transportation transformation,equipment upgrading and end-of-pipe treatment;Construction of multi-level and multi-precision VOCs monitoring system in the park;The quantitative relationship at workshop level between production process parameters and VOCs emission concentration time series data established by machine learning algorithms in light of more accurate emission localization;Effectiveness and policy enlightenment of these strategies.The practice can provide useful reference and demonstration for other similar parks in China.
