财政高中教育支出对代际收入流动的影响

The Influence of Financial High School Education Expenditure on Intergenerational Income Flow

以规范分析与实证分析相结合,采用CFPS2010—2018年的数据探索财政高中教育支出规模、地区及城乡间配置如何影响代际收入流动。结果表明,财政高中教育支出对提升代际收入流动的效果介于义务教育和高等教育之间;对西部地区子代的代际收入流动提升效果更好,中部效果欠佳;对高考大省和低学历家庭组的代际收入流动提升作用弱于其他省(自治区、直辖市)和高学历家庭组;对城镇低学历家庭组和农村高学历家庭组的代际收入流动有显著的积极影响,但对农村低学历家庭组和城镇高学历家庭组的影响不显著。故应拓展财政高中教育经费来源多元化路径,完善高中教育权责划分和转移支付制度,加大财政高中教育支出对代际收入流动的提升力度,推动共同富裕。

This paper combines normative analysis with empirical analysis,and uses the data of CFPS from2010 to 2018 to explore how the scale of fiscal high school education expenditure,regional and urban-rural allocation affect intergenerational income flow. The results show that the effect of fiscal high school education expenditure on the intergenerational income flow is between compulsory education and higher education. It has a better effect on the intergenerational income flow in the western region,but not in the central region. Its effect on the improvement of intergenerational income flow in the provinces with large college entrance examination and the families with low education level is weaker than that in the other provinces and the families with high education level.It has a significant positive effect on the intergenerational income flow of urban low-educated households and rural high-educated households,but has no significant effect on rural low-educated households and urban high-educated households. Therefore,it is necessary to expand the diversified sources of financial funds for high school education,improve the division of rights and responsibilities of high school education and the transfer payment system,increase the promotion of financial high school education expenditure on the intergenerational income flow,and promote common prosperity.
