航空管制中心综合管理系统的设计研究

通用航空作为我国的“战略性新兴产业体系”,不仅对于我国经济发展和实现经济转型升级有着强有力的推动作用,也是建设民航强国的强烈需求。随着我国低空空域的深入改革和飞行资源统筹,迫切需要建立完善的飞行指挥流程控制系统。文章基于互联网信息系统发展趋势研究航空综合管理系统的功能需求与设计实现,采用WebServices软件服务架构,构建新时代背景下航空综合信息管理系统,助力空中交通管制平台的发展。该计算机软件系统不仅能增强空管局对于飞行信息与指挥平台的实时分析共享与安全防范能力,还能梳理各部门工作内容,完善了现有的管理流程方式方法,增加了符合管制中心工作特点的工作流程和程序,体现了管制中心各级领导和部门对管制工作的理解和工作思路。

In order to strengthen the overall planning of airport flight resources and establish a complete flight command process control system,the functional requirements and design implementation of the aviation integrated management system under the Internet system are studied on the basis of the development trend of the Internet information system,and the Web Services software service architecture is adopted to build a new era.Under the background of aviation integrated information management system,it helps the development of air traffic control platform.Relying on a computer software system,it not only enhances the air traffic management bureau’s real-time analysis,sharing and safety prevention capabilities for flight information and command platforms,but also uses the system to sort out all aspects of the work of various departments,improve the existing management processes and methods,and increase The work flow and procedures that conform to the work characteristics of the control center reflect the understanding and working ideas of the leaders and departments at all levels of the control center for the control work.
