数字治理视域下高职院校“大内控”体系构建研究――以浙江省为例

Research on the Construction of“Big Internal Control”System in Vocational Colleges from the Perspective of Digital Governance--With Zhejiang Province as an example

数字治理和内部控制作为“十四五”期间推进高职院校治理现代化的重要着力点,两者之间有着密切联系。在数字化改革背景下,如何科学构建高职院校“大内控”体系,带动高职院校治理体系的完善和治理能力的提升,值得深入思考。通过系统梳理“十三五”期间高职院校内部控制体系建设取得的成效和存在的问题,结合浙江省教育领域数字化改革实践成果,从数字治理赋能高职院校“大内控”体系建设入手,分析“十四五”数字化改革背景下高职院校“大内控”体系的构建路径,给出“大内控”体系建设的实施建议。

Digital governance and internal control,as important points to promote the governance modernization of vocational colleges during the 14th Five-Year Plan period,are closely related to each other.Under the background of digital reform,how to scientifically construct the“big internal control”system of vocational colleges and drive the perfection of the governance system and the improvement of governance ability of vocational colleges is worth deep thinking.By systematically reviewing the achievements and existing problems of the internal control system construction in vocational colleges during the 13th Five-Year Plan period and combining with the practical achievements of the digital reform in the education field of Zhejiang Province,this paper starts with the construction of the“big internal control”system in vocational colleges empowered by digital governance,analyzes the construction path of the“big internal control”system in vocational colleges under the background of the 14th Five-Year Plan digital reform and puts forward the implementation suggestions of“big internal control”system construction.
