南城县县域国土空间结构优化研究

Optimization of Land Space Structure in Nancheng County

国土空间结构优化事关国土空间保护和开发,对保障区域可持续发展具有重要意义。本文在人地关系等理论指导下,进行了国土空间结构优化的理论探讨,具体包括:(1)区域国土空间结构优化应立足生态文明理念,国家整体安全观,遵循自然规律,在国土空间规划引导下开展全要素的生态文明建设。可通过自然要素的生态服务活化创新构建区域可持续发展新动力。(2)结合理论对南城县国土空间结构优化进行综合分析。(1)通过因子分析发现,目前南城县县域发展的主要动力是城镇化。在新的发展理念下,国土空间结构优化方向应转向绿色发展,在充分挖掘南城县自身丰富的自然资源禀赋的基础上,寻找绿色科技创新动力,形成南城县国土空间可持续发展整体格局;(2)根据聚类分析结果及相关理论提出人字形“点-轴”空间发展结构系统战略;(3)形成东北向枫叶状发展模式,形成县域山水田林湖草自然资源一体化整体保护和地域特色乡村振兴国土空间开发的战略格局。本研究可为其他县市开展国土空间规划综合分析提供借鉴。

As the optimization of land space structure is concerned with protecting and developing national land space,it plays an important role in ensuring sustainable regional development.Under the guidance of the human-land relationship and other theories,this paper theoretically discusses about the optimization of land pace structure from the following aspects:(1) The optimization of regional land space structure should be based on the ecological civilization concept,the overall national security view,and the natural law;the construction of ecological civilization should follow the guidance on national space planning and the new driving force of regional sustainable development should be innovated through the activation of environmental services of natural elements;(2) A comprehensive analysis of the optimization of the spatial structure of Nancheng County is carried out according to the results of theoretical research:(1)the factor analysis finds that urbanization is the main driving force for Nancheng County’s development;the optimization direction of its spatial structure should be shifted to green development under the new development concept;the overall sustainable development pattern of Nancheng County’s land space should be built on the innovation of green technology,whose driving force is based on fully exploiting the rich natural resources;(2)the system strategy of herringbone “point-axis” space development structure is proposed in accordance with the cluster analysis results and related theories;(3)the maple leaf shape in the northeast direction should be formed,and the strategic pattern should be based on the integrated overall protection of natural resources in the county,mountains,water,fields,forests,and lakes,and the revitalization of land space in rural areas with regional characteristics.This study will provide references for other counties and cities to analyze land space planning comprehensively.
