新时代地方人民政协履职的技术限度——以X市政协系统为考察对象

Technical Limits of Local People's Political Consultative Conference in Performing Its Duties in the New Era——An examination of the CPPCC system of X City

信息技术赋能人民政协履职是充分发挥新时代人民政协在国家治理体系中重要作用的应有之义。信息技术既可以推动人民政协更好地服务于党委政府决策,以现代化的履职新形态对接党政机关整体智治,也可以打通与群众沟通的“最后一公里”,促进社会治理共同体的形成。通过“认知—行动—规则”的解释框架,对X市政协履职进行系统考察与研究发现,X市政协相关实践作为地方人民政协运用信息技术赋能现代化履职的先行案例,验证了信息技术赋能地方人民政协履职的可行性和有效性。然而,地方人民政协运用信息技术履职的过程中仍然面临着不同层级的技术认知差异、规则囿制下的技术脱嵌、工具理性下的技术执行偏差等多向维度的局限。应进一步构建起地方三级政协组织与党政机关协同的新模式,强化地方人民政协组织内部数字化应用的衔接配套与保障机制,驱动地方人民政协履职平台的跨场景应用,最大限度地推动全过程人民民主建设。

Empowering the CPPCC to perform its duties with information technology is the proper way to give full play to the important role of the CPPCC in the national governance system in the new era.Information technology can propel the CPPCC to better serve the decision making of the Party committee and the government,and to couple the overall wisdom and governance of the Party and the government with a new modernized form of duty performing,as well as to open up the"last mile"of communication with the public and promote the formation of a social governance community.Through the interpretative framework of"cognition-action-rules",a systematic investigation into and research on the performance of the CPPCC of X City reveals that the relevant practice of the CPPCC of the city,as a pioneering case of using information technology to enable the modernized performance of the CPPCC,has verified the feasibility and effectiveness of information technology to enable the performance of the CPPCC.The feasibility and effectiveness of IT-enabled CPPCC in performing its duties are also verified.However,local CPPCCs still face multi-dimensional limitations in the process of using information technology to perform their duties,such as differences in technology cognition at different levels,technology disassociation under the restrictive rules,and technology implementation bias under instrumental rationality.A new model of collaboration between CPPCC organizations and the Party and government at three levels should be further built,and the mechanism of digital application within local CPPCC organizations should be strengthened so as to drive the cross-scene application of the CPPCC's performance platform and promote the construction of people's democracy in the whole process to the maximum extent.
