党和国家监督体系包含体制和制度的双重结构,其范围涵盖“党和国家”,基础在于监督体制建设,核心在于监督制度建设,基本属性体现为系统性,发展过程具有历史规定性。党和国家监督体系建设经历了新民主主义革命时期的开创与奠基、社会主义革命与建设时期的艰辛探索、改革开放和社会主义现代化时期的改革与创新、新时代中国特色社会主义时期的全面深化四个时期。党和国家监督体系百年发展的基本经验可以概括为中心引领下体制和制度的双重调适,具体包括强化党的中心引领、推动体制的系统耦合、确保制度的科学有效。
