国际视野下学习型城市建设的中国特色探析——以中国四个国际获奖的学习型城市为样本 被引量:3

摘要 学习型城市建设是全球城市发展的一项创新性实践,北京、杭州、成都、上海四个城市先后跻身国际先进行列,也成为中国学习型城市建设的标杆。以此四城市为样本,梳理探析学习型城市建设的中国特色,这些特色主要包括:坚持政府主导,顶层设计,统筹规划,政策驱动,指引中国学习型城市建设前行之路;建立过程监测机制,健全终身学习体系,创新教育立交桥制度,打好中国学习型城市可持续发展的制度基础;坚持以人民为中心,夯实基地网络基础,扩大公共教育资源供给,构筑弱势群体教育底线,注重教育惠民实效,彰显中国学习型城市人文情怀。通过探析学习型城市建设的中国特色,努力为国际学习型城市建设贡献中国经验和中国智慧。 The construction of learning city is an innovative practice in global urban development.Beijing,Hangzhou,Chengdu and Shanghai have successively ranked among the international advanced cities and become the benchmark of learning city construction in China.Taking these four cities as samples,this paper sorts out and analyzes the Chinese characteristics in the construction of learning cities,which mainly include:adhering to the government⁃led and policy⁃driven principles,top⁃level design and overall planning;establishing the process⁃monitoring mechanism,improving the lifelong learning system,innovating the education overpass system,and laying the institutional foundation for the sustainable development of China′s learning cities;sticking to people⁃centered value,consolidating the base network foundation,expanding the supply of public education resources,building the bottom line of education for vulnerable groups,paying attention to the actual effect of education for the benefit of the people,and highlighting the humanistic feelings of China′s learning cities.By analyzing the Chinese characteristics in the construction of learning cities,we will strive to contribute China′s experience and China′s wisdom to the construction of international learning cities.
