随着信息技术的更迭,以5G为基石的智能时代迎风启幕,信息传播领域的深刻变革带来网络意识形态传播主体智能化、传播内容视频化、传播方式多维化、传播受众类型化等新特征。智能化带来网络主流意识形态传播权脱域、评价权转移、把关权弱化,导致传播主导力式微;视频化削弱网络主流意识形态话语权的导向功能和教育功能,导致传播话语权式微;多维化带来虚拟和立体互动的信息传播监管困难,导致传播管控力式微;类型化带来“信息茧房”效应和“群体极化”现象,导致传播认同度式微。防范和化解当前网络意识形态传播过程中的新风险,需要顺应信息技术变革的趋势,构建“5G+”赋能全程、全息、全员、全效的传播体系,守牢主流意识形态传播主导权;提升话语表达的亲和力、感染力和影响力,促使主流意识形态传播不失语、不失声、不失踪,掌握主流意识形态传播话语权;统筹技术与制度,构建安全、有序、健康的信息传播环境,提升网络意识形态传播的管控力;防范算法偏见,破解传播的信息窄化和价值迷失难题,提升网络主流意识形态传播的认同度。

With the constant innovations in information technology,the intelligent technology based on 5G has duly seize the moment to hold a new era.Rapid and profound changes in the field of information spread have brought some new characteristics to the network ideological dissemination,including intellectualization of disseminator,videoizing contents,multidimensional modes of transmission and categorization of audience,etc.Intellectualization has brought about the great disembedding in the right of conmunication of mainstream ideology,a shift of evaluation power and a weakning compacity of guarantee the quality,contributing to the gradual decline in its leading force in communication.For the mainstream ideology,what has resulted in the dominant power fading away in propoganda is that the guiding force and educational function of the right of speech on the Internet have been diminished because of videoizing contents.Multidimensional modes of transmission have brought more difficulties in supervising the dissemination of virtual and three-dimensional information,resulting in the weakening control of communication.Categorization of audience produces the Information Cocoons effect and group polarization phenomenon,giving rise to an impaired identity of dissemination.In order to guard against such new risks currently in the poeocess of transmiting the mainstream ideology on the Internet,it is necessary to conform the trend of information revolution and etasblish a whole-process,holographic,all-personnel and completely effecient communication system which is based on“5G+”network for maintaining its dominant position.Enriching discourse expression with good affinity,emotional appeal and strong influence promotes the mainstream ideology to spread without losing words,voices and behaviors so as to preserve its discourse power.We should coordinate technologies and institutions,build an environment for information transmission which is featured by security,order and health for the purposese of improving the ability to manage and control online ideological transmission.What’s more,there is a need to avoid algorithm bias and resolve the problem of narrowing infirmation and lossing value to strengthen social identity of the mainstream ideology.
