新时代国际力量对比深刻调整、国际环境日趋复杂,作为地缘政治、经济环境复杂的统一多民族国家,中国的边疆治理深刻映射着中国与世界的关系。党中央先后三次召开中央新疆工作座谈会擘画部署新疆工作,形成了与时俱进的治疆方略,具有深刻的区域性和国际性意义。依法治疆彰显中国之治的治理保障,团结稳疆突出问题导向的治理思维,文化润疆强调五个认同的治理精神,富民兴疆凸显以民为本的治理定位,长期建疆注重内外联动的治理战略。新疆在贯彻新时代党的治疆方略实践中有效应对内外部环境的深刻变化,一体推进法治政府与法治社会建设,同向发力民族团结与宗教和谐,协同实施教育提升工程与各民族优秀传统文化振兴,耦合协调经济发展与民生改善,全面提升制度供给与制度效能水平,为嵌入中华民族伟大复兴的战略全局,应对世界百年未有之大变局作出了边疆贡献。

In the new era,the international power is undergoing profound adjustments and the international environment is becoming increasingly complex.As a unified multi-ethnic country with complex geopolitical and economic environments,China profoundly reflects its relations with the world in its border governance.The three Central Conferences on Xinjiang Work laid out the Party's General Plan for Governing Xinjiang in the New Era which will produce profound regional and international significance.Governing Xinjiang according to law highlights the governance guarantee of the rule of China,uniting and stabilizing Xinjiang highlights the problem oriented governance,enriching the cultures of Xinjiang emphasizes the five identities,and enriching the people and revitalizing Xinjiang highlights the people-oriented governance,and building Xinjiang in the long term focuses on the governance strategy of internal and external linkage.Implementing the Plan,Xinjiang has effectively responded to the profound changes in the internal and external environment,promoted the construction of a government under the rule of law and a society under the rule of law,worked together to promote national unity and religious harmony,cooperated in the implementation of education improvement projects and the excellent traditional culture revitalization of all ethnic groups,coordinated economic development and people's livelihood improvement,and comprehensively improved the level of system supply and system efficiency.In consequence,such endeavour has made contributions to Xinjiang’s integrating into the strategic overall situation of the great rejuvenation of the Chinese nation and coping with the great changes in the world unseen in a century.
