构建双循环新发展格局,是新的历史阶段为推进中国式现代化而做出的开放战略重大转型。双循环推进中国式现代化的历史逻辑在于,曾经创造卓越成就并助力全面建成小康社会的“传统开放发展格局”已无法适应现代化建设的内在要求,因而需要加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局。双循环推进中国式现代化的理论逻辑在于,高质量发展是全面建设社会主义现代化国家的首要任务,而双循环引领高质量发展是贯彻新发展理念的理论使然。双循环推进中国式现代化的实践逻辑在于,扩大内需和深化供给侧结构性改革以畅通国内大循环,以及扩大开放范围、拓展开放领域和深化开放层次以实施更高水平开放,是增创发展新优势的实践使然。以推进中国式现代化为目标导向,构建双循环新发展格局,亟待走以高质量共建“一带一路”为重点的扩大开放范围、以先进制造业和服务业为抓手的拓展开放领域,以及以制度型开放为主要内容的深化开放层次之路。
