大学生返乡创业政策绩效评价体系构建与实证

Construction and Demonstration of Performance Evaluation System of College Students’Entrepreneurship Policy for Returning Home

随着经济社会的发展,我国进入“大众创业、万众创新”的时代,高校创新创业教育也迅速发展。建立相应的指标体系对大学生返乡创业政策的绩效进行科学评价,对大学生创新创业教育的发展以及社会稳定具有重要意义。文章在分析大学生返乡创业政策扶持绩效现有成果的基础上,构建大学生返乡创业政策绩效的合理评价指标体系,并通过对湖南衡阳大学生返乡创业政策绩效进行实证研究,剖析其实施过程中存在的问题与不足,以此建立和优化大学生创业扶持政策,包括优化支持大学生创业的政策体系、加强对大学生创业支持政策的宣传、加强基础设施建设、增加财政支持、提高政府行政能力、加强对返乡创业大学生创业技能的培训、建立健全政策评价体系等。

With the development of society and economy,our country has entered the era of“mass entrepreneurship and innovation”,innovation and entrepreneurship education in colleges has developed rapidly.Therefore,it is of great significance for the development of college students’entrepreneurship education and social stability to establish a corresponding index system to scientifically evaluate the performance of college students’entrepreneurship policy for returning home.Based on the analysis of existing achievements of entrepreneurship policy support,the paper constructs the evaluation index system of the performance of college students’entrepreneurship policy for returning home.With the empirical evaluation of Hengyang college students’entrepreneurship policy performance,the paper analyzes the problems and deficiencies in the process of policy implementation,and proposes the improvement measures and countermeasures.It is necessary to establish and optimize the homecoming students’entrepreneurship support policy,including optimization of support the entrepreneurship policy system,strengthening the propaganda of the college students’entrepreneurship support policy and the construction of infrastructure,increasing financial support,improving the government administrative ability,strengthening the homecoming students’entrepreneurial skills training,establishing and perfecting the policy evaluation system and so on.
