伪满初期日本对中国东北电业权益的争夺——兼论“满洲电业株式会社”成立始末

伪满洲国成立之后,日伪开始对东北的各项产业进行统治。电业作为给民用生活及工业生产提供重要能源的产业,成为日伪率先谋求控制的事业之一。此时合并东北各电力事业成立合营会社成为日方的主要目标。但由于日本内部对利益的争夺,合并电力事业的工作被一再推迟,最终在日本关东军与“满铁”、日本拓务省针对未来合营会社的管辖权、资本构成、经营范围和企业属性等一系列问题进行反复商讨之后,各利益集团达成妥协,成立“满电”的方案被最终确定,“满电”成为合并后电力事业的主体,是统制伪满洲国电力事业的核心机构。

After the establishment of the puppet Manchukuo,the Japanese puppet regime began to control various industries in the Northeast.As an important energy industry for civilian life and industrial production,electricity industry has become one of the first enterprises to seek control.At this time,the main objective of the Japanese side is to merge the electric power utilities in Northeast China and set up joint ventures.However,due to the competition for interests within Japan,the work of merging the electric power industry has been repeatedly delayed.After repeated discussions between Kwantung Army,South Manchuria Railways Co.and Japan Ministry of Colonial Affairs over the jurisdiction,capital composition,scope of operation and corporate attributes of the future joint venture,these interest groups reached a compromise,the plan of establishing“Manchukuo Electric Power Co.,Ltd.”was finally determined,.“Manchukuo Electric Power Co.Ltd.”became the main body of post-merger electric power utilities,and was the core institutions of Puppet Manchukuo electric power control.
