个体工商户基本养老保险参保问题及对策分析——以广西桂林市为例

Analysis on the problems and countermeasures of enrollment of basic endowment insurance for individual industrial and commerclal business--Taking Guilin in Guangxi as an example

我国个体就业群体庞大,为经济的发展做出了巨大贡献,但是其养老问题还未得到很好的解决。文章采用访谈法,对广西壮族自治区桂林市的个体工商户参保状况进行调研。针对当前该群体参保现状及其所面临的问题,提出如下建议:一是从个体工商户自身出发,帮助该群体增强趁早参保意识;二是从养老保险政策执行层面出发,加强社会养老保险政策的宣传,完善养老保险经办管理服务水平;三是从政策设计出发,增强政策的合理性,细化缴费档次以及将缴费年限与个人账户计入比例相挂钩。

The large number of individual employment groups in my country has made great contributions to the development of the economy,but the pension problem has not been well solved.The article adopts the interview method to investigate the insurance participation status of self-employed in Cuilin city,Guangxi Zhuang autonomous region.In view of the current status of insurance participation and the problems faced by this group,the following suggestions are put forward:first,starting from the self-employed themselves,to help this group enhance their awareness of participating in insurance as soon as possible;second,starting from the implementation of pension insurance policies,strengthen the publicity of the social pension insurance policy,and the improvement of the service level of endowment insurance handling management;the third is to start from the policy design,strengthen the rationality of the policy,refine the payment grades and link the payment period with the proportion of personal accounts.
