数字创新生态系统治理的演化分析

Evolutionary Analysis of Digital Innovation Ecosystem Governance

数字经济迅猛发展的背景下,如何治理数字创新生态系统是一个重要课题。基于演化思想,研究数字创新生态系统治理主体的演化策略选择,通过构建“政府-数字平台-利益相关者”三方演化模型,模拟分析三方在治理过程中的演化策略,以期实现治理效果的均衡稳定,并提出促进数字创新生态系统治理的建议。研究发现:数字创新生态系统治理的主体包括三个方面:政府发挥宏观政策引导作用,数字平台强化自身治理是关键,利益相关者具有辅助作用。通过建立有效的激励和惩罚机制,遵循“促进创新、主体公平、福利最大化”的治理原则,并在立法等政策层面协调相关利益主体之间的关系和他们的利益分配,做到有利于经济社会的整体福利最大化,实现保护创新的可持续性,推动数字创新生态系统向协同共生演进,促进数字经济稳健发展。

With the rapid development of digital economy, how to manage the digital innovation ecosystem is an important issue. Based on the evolutionary method, this paper studies the evolutionary game strategy selection of the participants in the digital innovation ecosystem governance. By constructing the "government-digital platformstakeholder" three-party evolutionary model, to simulate and analyse the evolutionary strategy of the three-party subject in the governance process, in order to achieve the balanced and stable governance effect, and puts forward suggestions to promote the governance of the digital innovation ecosystem. It is found that the main body of digital innovation ecosystem governance includes three aspects: the government plays the role of macro policy guidance,the digital platform strengthens its own governance is the key, and other stakeholders play a supporting role. By establishing an effective incentive and punishment mechanism, following the governance principle of "promoting innovation, subject fairness and welfare maximization", and coordinating the relationship between relevant stakeholders and their benefft distribution at the policy level of legislation, we can maximize the overall welfare of the economy and society, realize the sustainability of innovation protection, promote the evolution of the digital innovation ecosystem to synergy and symbiosis, and promote the steady development of the digital economy.
