国土空间规划背景下村庄“减量”规划的实施路径研究

Research on Implementation Path of Village"Decrement"Planning in Context of Territorial Space Planning

国土空间规划是多规融合的规划。随着经济发展,城镇化水平越来越高,大部分的村庄规划为减量规划是必然的。本文试图通过科学合理、符合农村管理机制的户籍人口预测宅基地建设规模,统筹考虑本村和周边村庄的常住人口的公服设施、基础设施等需求,明确建设用地总量;试图通过划定村庄建设用地边界,集约利用土地,增加规划弹性,预留部分指标,创造留白空间,建立使用机制,探索减量规划可操作性、实施性的路径。

Territorial space planning is a multi-plan integration planning.With the development of economy and the increasing level of urbanization,it is inevitable that most village planning will be decrement planning.This paper tries to predict the scale of housing land construction through the scientific and reasonable registered population in line with the rural management mechanism,and comprehensively considers the needs of public service facilities and infrastructure of the permanent residents of the village and surrounding villages,so as to determine the total amount of construction land.This paper attempts to explore the operable and implementable path of decrement planning by delimiting the boundary of village construction land,using land intensively,increasing planning flexibility,reserving some indicators,creating blank space,and establishing a utilization mechanism.
