校园足球政策促进的国外经验与中国镜鉴——基于日本和韩国的实践

The Foreign Experience of Campus Football Policy Promotion and the Enlightenment in China: Based on the Japanese and South Korean Practices

当前我国校园足球活动已全面展开,研究和探讨国外校园足球的发展经验,具有重要的借鉴意义和参考价值。运用文献研究、比较研究、实地调查与逻辑分析等方法,从政策促进的视角,对日本和韩国校园足球的发展经验进行归纳与总结。认为:日韩校园足球政策组织结构权责清晰,执行力强;政策阶段目标重点突出,衔接紧密;政策配套措施较为完备,便于操作;注重教练员培养与场地建设,政策资源保障有力;调动多方参与积极性,协同推动校园足球发展是日本和韩国校园足球政策促进的主要经验。据此提出对我国校园足球政策促进的主要启示:构建简明清晰的校园足球政策组织架构、明确校园足球政策目标定位、完善校园足球政策执行机制、建立多方支持的校园足球政策保障体系。

At present,the campus football activities in China have been carried out in an all-round way. It is of great significance and reference value to study and discuss the development experience of foreign campus football. Using the methods of literature research,comparative research,field study and logical analysis,this paper summarizes the development experience of campus football in Japan and South Korea from the perspective of policy promotion. The research finds that their policy stage objectives are highlighted and closely linked;supporting policies and measures are relatively complete and easy to operate. Besides,they pays attention to the training of coaches and site construction and ensures strong policy resources;mobilizes the participation of many parties and promotes the development of campus football. On this basis,the paper puts forward the enlightenment for the promotion of campus football policy in China,namely,constructing a concise and clear organizational structure of campus football policy,clarifying the policy objectives of campus football,improving the operation mechanism of campus football policy,and establishing a multi-support campus football policy guarantee system.
