新时代十年来党和国家事业取得历史性成就、发生历史性变革,国家治理现代化水平得到极大提升。当前,世界百年未有之大变局带来前所未有的不确定性和复杂性,一些西方国家对中国现代化进程的阻挠和破坏增加了推进国家治理现代化的艰巨性和曲折性,全面深化改革进入深水区,面临诸多深层次、根本性难题,人民对美好生活的向往给中国推进国家治理现代化提出了更高要求。必须正确认识当前推进国家治理现代化面临的新形势和新挑战,在体制机制上进行系统性重塑,在发展方式上进行根本性转换,从根本上、系统化解决发展不平衡不充分问题,不断满足人民日益增长的美好生活需要。

In the first decade of the new era,the Party and the state have made historic achievements and changes,thus greatly raising the modernization level of China’s national governance.At present,unprecedented uncertainty and complexity brought by the world’s profound changes unseen in a century and the obstruction and destruction by some western countries of China’s modernization process have increased the enormity and tortuousness of promoting China’s modernization of national governance.Meanwhile,deep-seated and fundamental difficulties confronted by China when it has entered a critical phase of comprehensively deepening,and the people’s aspiration for a better life have put higher requirements for this endeavor.Therefore,it is essential to correctly understand the new situations and new challenges in this process,systematically reshaping the institutions and mechanisms and fundamentally transforming the development mode to essentially and systematically solve the problem of unbalanced and insufficient development and to continuously meet the people’s growing needs for a better life.
