国外职业教育治理研究的立体结构分析——基于“三层六维”的分析框架 被引量:1

摘要 职业教育治理是推进经济社会现代化发展的关键,相关研究日益受到国内外学界关注。从宏观、中观、微观三个层面聚焦国外职业教育治理的关键问题,对其在理论视角、要素机制与实践经验等方面的研究进行选择性回顾与分析,能够为我国职业教育治理提供镜鉴。在宏观层面,取法高等教育并借鉴其他学科,形成了经典治理理论,拓宽了研究视域,但对职业教育独特性的凸显稍显不足且单一理论对职业教育治理复杂问题的解释力欠佳;在中观层面,关注到职业教育“软治理”要素,彰显出人文与共享的特征,并已形成较成熟的职业教育治理机制,但固于就治理谈治理的研究思维,存在弱化职业教育价值理性的偏向;在微观层面,各国职业院校瞄准职业教育高质量发展的目标,以完善治理结构为核心推进院校治理改革,进行了特色化治理实践探索,但相对缺少系统性和整体性的研究。我国职业教育治理研究务必关照人的主体价值,彰显国家重大战略选择;探索建立跨界融合的职业教育治理模式;以中国话语体系研究中国职业教育治理问题,从而释放出职业教育现代化发展的巨大潜力。 Vocational education governance is the key to promoting the development of economic and social modernization,and related research has increasingly attracted the attention of academic circles at home and abroad.Focusing on the key issues of foreign vocational education governance from the macro,meso and micro levels,and selectively reviewing and analyzing its research in terms of theoretical perspective,basic mechanism,and practical experience,in order to provide enlightenment experience for our country's vocational education governance.At the macro level,by learning from higher education and other disciplines,a classic governance theory has been formed,which broadens the research horizon,but the uniqueness of vocational education is slightly insufficient,and the single theory cannot explain the complex problems of vocational education governance well.At the meso level,focus on the"soft governance"elements of vocational education,highlighting the characteristics of humanities and sharing,and has formed a relatively mature vocational education governance mechanism.However,confined to the research thinking of"talking about governance on governance",there is a tendency to weaken the rationality of vocational education value.At the micro level,vocational colleges in various countries aim at the goal of high-quality development of vocational education,promote the reform of college governance with the improvement of the governance structure as the core,and carry out unique governance practice explorations,but there is a relatively lack of systematic and holistic research.This enlightenment the research on the governance of vocational education in our country must take care of the subjective value of people and highlight the major strategic choices of the country,explore the establishment of a cross-border integration of vocational education governance model,study the governance of Chinese vocational education with the Chinese discourse system,so as to release the huge potential of the modernization of vocational education.
