高技术产业与科技服务业协同集聚对高技术产业创新效率的影响

摘要 利用2008-2020年的省级面板数据,运用超越对数随机前沿方法测算我国高技术产业创新效率,分析了高技术产业与科技服务业协同集聚对高技术产业创新效率的影响。研究发现:高技术产业创新效率呈现东部地区“高位”运行、中西部地区不断追赶的趋势,高技术产业创新效率在地区间的差异逐渐缩小;高技术产业与科技服务业间的协同集聚对高技术产业的技术研发效率和成果转化效率皆具有明显促进作用,但对技术研发效率的促进作用更大,科技服务业对高技术产业成果转化的推动尚存不足。据此,提出了相应的对于高技术产业和科技服务业的发展应予以差别化和精细化引导以及应不断完善政府对高技术产业扶持政策的长效机制等建议。 Based on the provincial panel data from 2008 to 2020,this paper uses the trans-log stochastic frontier method to measure the innovation efficiency of China’s high-tech industries and analyzes the impact of the synergistic agglomeration of high-tech industries and technology service industries on the innovation efficiency of high-tech industries.The study found:the innovation efficiency of high-tech industries is running at a“high”level in the eastern region,while the central and western regions are catching up.The regional gap in innovation efficiency of high-tech industries are gradually narrowing.The synergistic agglomeration between the high-tech industry and the technology service industry plays a significant role in promoting the technology R&D efficiency and the achievement transformation efficiency of the high-tech industry,with an even greater role in promoting the technology R&D efficiency.The promotion of technology service industry to the transformation of high-tech industrial achievements is still insufficient.Therefore,this paper proposes that differentiated and fine guidance should be given to the development of high-tech industry and technology service industry.In addition,government should improve its support to the high-tech industry in the long run.
