Chen Yun and the Northeast Financial Work during the War of Liberation

陈云在解放战争时期,是东北局主要领导人之一,参与领导东北解放战争的全局谋划,且代表东北局分管东北行政委员会的财经工作。本文紧密结合东北解放战争进程,对陈云领导东北财经工作实践的分期、历史贡献、政策措施等问题,进行全面研究和总结性概括,阐述五个问题,深化并拓展了这个课题的研究。东北解放区是全国解放战争的总后方基地,是新中国财经工作的摇篮地,主管东北财经工作的陈云同志,是新中国成立后的政务院财政经济委员会主任,主持全国财经工作。对这一课题的研究,不仅有益于我们对解放战争中党在东北财经工作的理解,也有助于我们对新中国财经工作源头的理解,有益于我们对新中国财经工作方针、政策及经验来龙去脉的认识。本文引用的《陈云年谱(修订版)》的资料来源是原始档案,目前这批材料还未受到学术界的应有关注。

During the War of Liberation,Chen Yun was one of the main leaders of the Northeast Bureau,participated in the overall planning of the Northeast liberation war,and took charge of the financial work of the Northeast Administrative Committee on behalf of the Northeast Bureau.Closely combined with the process of the Northeast liberation war,this paper comprehensively studies and summarizes the stages,historical contributions,policies and measures of the Northeast financial work practice led by Chen Yun.This paper expounds five issues,as well as deepens and expands the research on this subject.The Northeast Liberated Area is the general rear base of the National Liberation War and the cradle of new China's financial and economic work.Comrade Chen Yun,who is in charge of the Northeast financial and economic work,is the director of the financial and Economic Committee of the Government Council after the founding of new China and presides over the national financial and economic work.The study of this subject is not only beneficial to our understanding of the Party's financial work in Northeast China during the War of Liberation,but also to our understanding of the source of new China's financial work,and to our understanding of the context of new China's financial work guidelines,policies and experience.The data source of‘Chen Yun almanac(Revised Version)'quoted in this article is the original archives.At present,this batch of materials has not been highly concerned by the academic community.
