风险预控管理体系在神东煤炭公司安全管理中的应用

安全风险预控管理是煤炭企业安全管理的基础管理体系,国能神东煤炭集团有限责任公司(以下简称“神东煤炭公司”)建立并应用了安全风险预控管理体系,经过多年的发展完善,形成一套有效的安全管理模式。分析了神东煤炭公司面临的安全生产形势,对安全风险预控管理体系在神东煤炭公司运行的情况进行了总结,指出神东煤炭公司安全管理的主线就是安全风险预控管理体系,具体落实在风险分级管控、隐患排查治理、人员行为管控这3个重点,具体包括安全监察机制改革、安全绩效考核、安全生产责任追究、安全生产标准化建设及安全信息化建设这5项举措。由此形成了风险预控融入企业安全管理的案例,可为大型煤炭企业安全管理提供参考。

Safety risk pre-control management is the basic management system for safety management of coal enterprises.China Energy Shendong Coal Group Co.,Ltd.(hereinafter referred to as"Shendong Coal Company")has established and applied a safety risk pre-control management system.After years of development and improvement,an effective safety management model has been formed.This paper analyzes the safety production situation faced by Shendong Coal Company,summarizes the operation of the safety risk pre-control management system in Shendong Coal Company,and points out that the safety risk pre-control management system is the main line of the safety management of Shendong Coal Company,which is specifically implemented in the three key points of risk hierarchical control,hidden danger investigation and management,and personnel behavior control,including the reform of the safety supervision mechanism,safety performance assessment,work safety accountability,work safety standardization and safety information construction.Thus,a case of integrating risk pre-control into enterprise safety management is formed,which can provide reference for safety management of large coal enterprises.
