摘要
为实现煤矿高质量发展,解决煤炭企业质量管理中部门职责界定不清问题,对煤炭企业质量目标管理进行量化考核。通过文献研究、实地调研、问卷访谈等获取研究数据,运用目标管理(MBO)的方法进行质量目标分解,对部门和人员进行责任目标界定,采用层次分析法(AHP)对企业和各部门质量目标进行权重分析,构建煤炭企业质量目标达成率模型。以H矿业有限公司年度质量目标考核工作为例,建立质量目标考核体系,运用目标达成率模型准确计算出各部门的目标达成率状况,进而考核该公司年度质量目标的达成率,证实了此方法实用性较强。通过研究可以明确煤炭企业各部门的质量目标以及职责状况,完善企业的质量目标管理体系,推动企业高质量发展。
In order to solve the problem that the responsibilities of departments in the quality management of coal enterprises are not clearly defined,and achieve the high-quality development of coal mines under the dual carbon objectives,the quality objective management of coal enterprises is assessed quantitatively.The research data are obtained through literature research,field research,questionnaire interview,etc.,the quality objectives are decomposed by the method of management by objectives(MBO),the responsibility objectives of departments and personnel are defined,the quality objectives of enterprises and departments are analyzed with weight by the method of analytic hierarchy process(AHP),and the achievement rate model of quality objectives of coal enterprises is constructed.Taking the annual quality target assessment of H Mining Co.,Ltd.as an example,the quality target assessment system is established,and the target achievement rate of each department is accurately calculated by using the target achievement rate model to assess the achievement rate of the company's annual quality target,which proves that this method is highly practical.Through the research,the quality objectives and responsibilities of each department of the coal enterprise can be clarified,the quality objective management system of the enterprise can be improved,and the high-quality development of the enterprise can be promoted.
