橡胶工业排污许可证申请与核发技术要点研究

Key Points for Application and Issuance of Pollutant Permit in Rubber Industry

自2020年集中发证后,橡胶工业排污许可证的质量复核工作目前正在全国有序开展。《排污单位自行监测技术指南橡胶和塑料制品》(HJ 1207-2021)、《排污许可证申请与核发技术规范工业固体废物(试行)》(HJ 1200-2021)于2022年1月1日起实行,对现有的发证要求做了进一步细化。本文通过分析橡胶工业涉及的所有现行排污许可技术规范,简要总结了技术要点,对新发证和质量复核工作都有一定的参考意义。

Since the issuance of the certificate in 2020,the quality review of the pollutant discharge permit for the rubber industry is being carried out in an orderly manner throughout the country.For further refining the existing licensing requirements,《Self-monitoring technology guidelines for pollution sources—Rubber and plastic products industry》(HJ 1207-2021)and《Technical specification for application and issuance of pollutant permit—Industrial solid waste(on trial)》(HJ 1200-2021)will be implemented from January 1,2022.By analyzing all the current technical specifications of pollutant discharge permit involved in the rubber industry,this paper briefly summarizes the technical points,which has a certain reference significance for the new certification and quality review.
