石漠化地区气候适应型城市建设策略研究——以赫章县为例

Construction Strategy of Climate Resilient Cities in Karst Rocky Desertification District--A Case Study of Hezhang County

作为国家首批气候适应型城市建设试点之一,毕节市赫章县具有典型的喀斯特石漠化现象、气候变化脆弱性风险高、迈入快速城镇化的贫困山地城市等特征。针对气候变化与石漠化共同制约城市可持续发展的关键问题,提出了赫章县气候适应型城市建设试点应以减缓与适应并重、御灾与降险并重、监测与预警并重为总体思路,重点抓好城市气候变化脆弱性评估、强化规划引领和提高建设标准、开展生态修复和海绵城市建设等行动、搭建气候监测预警管理一体化平台、创新突破鼓励性政策等工作,可为其他同类型城市和地区提供参考。

As one of the first batch of climate resilient cities in China,Hezhang County,Bijie City has the characteristics of typical karst rocky desertification,high risk of climate change vulnerability and rapid urbanization in poor mountainous city.In view of the key issues that climate change and rocky desertification restrict the city’s sustainable development,the climate resilient city construction pilot in Hezhang County should consider both mitigation and resilient,both disaster resisting and risk reduction as well as both monitoring and early warning.The key activities include:assessing urban climate change vulnerability,strengthening planning guidance and improving construction standards,carrying out ecological restoration and sponge city construction and other actions,building a climate monitoring and early warning management integration platform,and innovating incentive policies etc.It can provide reference for other similar cities and regions.
