高校仪器设备招标采购的廉政风险及防控机制研究

高校是培养和教育学生的重要场所,而仪器设备是保障高校科研、教学工作顺利开展的重要物质基础和前提,其采购和管理等相关工作任务艰巨。通过对高校仪器设备招标采购过程中存在的廉政风险进行分析,分别从建立健全仪器设备招标采购制度、科学规范管理,完善廉政风险防控监督体系、深化监督管理,加强党风廉政教育、严格执行行业规范等三方面提出了廉政风险防控机制。

Colleges and universities are the important places to train and educate students,and the equipment is the important material foundation and premise to ensure the smooth development of scientific research and teaching in colleges and universities.Procurement and management and other related tasks are arduous.Based on the analysis of the integrity risks in the process of inviting public bidding for the purchase of instruments and equipment in colleges and universities,this paper discusses the establishment and improvement of the system of inviting public bidding for the purchase of instruments and equipment,the scientific and standardized management,the improvement of the integrity risk prevention and supervision system,and the deepening of the content of supervision,strengthen the education of Party conduct and clean government,and strictly abide by the industry norms,etc..So as to put for ward the risk prevention and control mechanism of clean government.
