Research on Construction of Customs Intelligence Management Framework

“十四五”期间,海关要深入贯彻落实总体国家安全观,实施更为精准的风险防控,维护国门安全,必须充分发挥情报的驱动作用。通过对海关情报管理的内容和现状进行梳理,应用系统分析方法,对海关情报管理的基础建设、制度保障、应用体系和支持决策等方面工作进行探讨,来构建一个海关情报管理的基本框架,以推动海关全面开展风险情报工作,实现风险管理的高质量发展。

During the 14th Five-Year Plan Period, China Customs must give full play to the driving role of intelligence in order to thoroughly implement the Overall National Security Concept, take more accurate risk prevention and control measures and effectively safeguard national security. By sorting out the contents and current situation of customs information management,applying systematic analysis methods, and exploring the infrastructure, system guarantee, application system and decision-making support of customs information management, a basic framework for customs information management is built to enhance risk intelligence and then achieve the high-quality development of customs risk management.
