基于功效系数法的山东省国家高新区创新能力评价

Research on Evaluation of Innovation Ability of National High⁃Tech Zones in Shandong Province Based on Efficacy Coefficient Method

对不同区域国家高新区创新能力进行评价和管理引导,对国家高新区高质量发展及建设具有现实和战略意义,本文构建了由创新体系、产业升级、开放水平、政策供给4个部分组成的国家高新区创新能力分类评价指标体系。对标世界一流的高科技园区、创新型科技园区、创新型特色园区等先进国家高新区,运用功效系数法对山东省国家高新区创新能力进行测算,综合评价差距与不足,得出对标先进园区仍存在很多进步空间、争先创优发展差异较大、二级指标多点突破等结论,并对应指标和发展方向提出具体建设建议。

It is important to evaluate the innovation ability of National High⁃Tech zones in different regions.This paper constructs a classified evaluation index system of the innovation ability of National High⁃tech zones,which is composed of four parts:innovation system,industrial transformation and upgrading,opening level and policy supply.Aiming at advanced National High⁃Tech zones such as world⁃class high⁃tech parks,innovative science and technology parks and innovative characteristic parks,this paper uses the efficiency coefficient method to calculate the innovation capacity of National High⁃Tech zones in Shandong Province,comprehensively evaluates the gaps and deficiencies,and comes out the conclusion that there are still many further spaces for benchmarking advanced parks,great differences in development and multiple breakthroughs in secondary indicators,and further puts forward specific construction suggestions corresponding to indicators and development direction.
