摘要
在全面加快科技创新推动高质量发展背景下,提升科技创新效率对浙江省社会经济发展具有重要意义。本研究分析浙江科技创新效率演变,剖析各影响因素对浙江科技创新效率的影响。研究结果发现:①2011—2020年,浙江科技创新效率态势较好,各市科技创新效率大致呈“三阶梯”分布;②浙江各市科技创新效率格局复杂多变,科技创新效率类型由高效率主导;③浙江科技创新全要素生产率主要呈下降趋势,技术进步是影响浙江科技创新全要素生产率下降最主要的原因;④区域经济发展水平、对外开放程度、劳动者素质、政府支持对浙江各市科技创新效率影响的异质性显著,政府支持对浙江多数地区科技创新效率影响为正向。为提升浙江科技创新效率,浙江应当加快推进技术进步,加大政府支持力度,优化科技资源配置,注重区域科技创新协同联动发展。
In the context of comprehensively accelerating science and technology innovation to promote high-quality development,it is of great significance to enhance the efficiency of science and technology innovation for the social and economic development of Zhejiang Province.The article analyzes the evolu⁃tion of Zhejiang's science and technology innovation efficiency and dissects the impact of various influ⁃encing factors on Zhejiang's science and technology innovation efficiency.The research findings reveal that:①Zhejiang's science and technology innovation efficiency trend is relatively good,and the science and technology innovation efficiency of each city is roughly distributed as"three ladder-like"in 2011—2020.②The pattern of science and technology innovation efficiency in Zhejiang is complex and varied,and the type of science and technology innovation efficiency is dominated by high efficiency.③Total fac⁃tor productivity of science and technology innovation in Zhejiang is mainly on a downward trend,and tech⁃nological progress is the main reason for the decline of total factor productivity of science and technology innovation in Zhejiang.④The level of regional economic development,the degree of opening to the out⁃side world,the quality of the laborers,and government support have significant heterogeneity in their impact on the efficiency of science and technology innovation in Zhejiang cities,and government support has a positive impact on the efficiency of science and technology innovation in most cities of Zhejiang.In order to improve the efficiency of Zhejiang's science and technology innovation,Zhejiang should accelerate technological progress,increase government support,optimize the allocation of science and technology re⁃sources and pay attention to the coordinated development of regional science and technology innovation.
