摘要
长三角一体化发展上升为国家战略以来,如何加强长三角重点城市间的合作联动,共同推动长三角区域高质量创新发展成为政府、行业以及研究者共同关注的热点问题。高铁作为区域经济发展中越发关键的基础设施要素,能够使得要素资源更加高效地跨区域流动,产生溢出效应,进而促进创新要素的合理配置。采用2008—2018年长三角地区28个规模以上地级以上城市的面板数据,利用双重差分模型研究了高铁对长三角地区重点城市创新水平的影响。实证研究结果表明:长三角地区的高铁网络对城市创新水平具有显著正向影响,并且在高铁开通之后前三年逐步提升,具有时间动态效应,这一结论在稳健性检验后依然成立。基于实证研究结论,进一步论述了高铁建设对于长三角一体化建设及未来长三角创新走廊建设的政策意义。
Since the integrated development of the Yangtze River Delta has become a national strategy, how to promote the cooperation among the core cities in the Yangtze River Delta in order to jointly promote high-quality development has become a popular issue for the government, the industry sectors, and researchers. As the main form of regional development and the key transportation element in the economic construction, the high-speed railway(HSR) enables innovative elements to flow more efficiently across regions, which leads to spillover effects to promote the rational allocation of innovative elements. This paper uses the panel data of 28 key prefecture-level cities in the Yangtze River Delta from 2008 to 2018, and applies a DID(Differencein-Difference) model to study the impact of HSR on the innovation development of the Yangtze River Delta. The empirical study shows that the HSR network in the Yangtze River Delta cities has a significant positive impact on the level of urban innovation, and has a time dynamic effect. The effect gradually increases during the first three years after the opening of the high-speed railway station.Based on the empirical research, this paper gives further policy implication of HSR construction on the construction of Yangtze River Delta integration and innovation corridor.
