国家安全教育治理的体制机制分析

Analysis on the System and Mechanism of National Security Education Governance

国家安全关涉人民福祉、社会稳定、国家利益。维护国家安全的基本途径是国家安全教育,保障国家安全教育实施需要构建治理的体制机制。党的十八大以来,基于总体国家安全观的指导,我国围绕国家安全教育的法制、战略、机制建构政策体系。百年未有之大变局中,国家安全教育治理面临的关键挑战表现为:总体国家安全意识尚未有效建立、国家安全观教育内容体系性不强、教育教学机制不够科学、评估监测机制有待健全,影响全民总体国家安全观的确立和践行。新时代,亟待从制度、内容、教学和监测等方面优化国家安全教育治理的方向和路径,构筑总体国家安全观教育制度、健全教育内容、构建教学机制、优化监测评价,提升国家安全教育教学质量,培育总体国家安全观的意识、知识和能力。

National security is related to people’s well-being, social stability and national interests. The basic way to safeguard national security is through national security education, and the implementation of national security education needs to build a governance institutional mechanism. Since the 18 th CPC National Congress, based on the guidance of the overall national security concept, China has constructed a policy system around the legal system, strategy and mechanism of national security education. Among the great changes unseen within a century, the key challenges facing national security education governance are listed as follows: the overall national security consciousness has not yet been effectively established, the education content of the national security concept is not systematic, the education and teaching mechanism is not scientific enough, and the evaluation and monitoring mechanism needs further improvement, which affects the establishment and practice of the overall national security concept for the whole people. In the new era, it is urgent to optimize the direction and path of national security education governance from the aspects of system, content, teaching and monitoring, build an overall national security concept education system, improve education content, build a teaching mechanism, optimize monitoring and evaluation, improve the teaching quality of national security education, and cultivate the awareness, knowledge and ability of the overall national security concept.
