“多规合一”的实用性村庄规划编制实践思考——以腾冲窜龙村为例

Practical Thinking of"Multiple Plans With One Master Plan"Practical Village Planning Compilation——A Case Study of Cuanlong Village,Tengchong City

村庄规划是国土空间规划的末端层级规划,属于详细规划,是落实上位规划的最小单元。梳理了现行村庄规划工作的要求,以腾冲市窜龙村村庄规划编制实践为例,立足于“多规合一”,并加以思考,提出了在应在上位规划的指引下科学编制村庄规划,强化规划引领作用,将村庄特色资源的保护利用与村镇规划建设有机融合,统筹规划村庄“三生”空间,强调村民的参与性和主观能动性、体现乡土景观风貌、突出独有特色等建议,以期为村庄规划编制工作提供参考。

Village planning is the final level planning of landspace planning,which belongs to detailed planning and is the smallest unit to implement superior planning.At present,the compilation of practical village planning is still in the initial exploration stage.By combing the requirements of the current village planning work,this paper takes the practice of the village planning of Cuanlong Village in Tengchong City as an example.Based on"Multiple Plans With One Master Plan",this paper puts forward that under the guidance of superior planning,the village planning should be scientifically compiled;the leading role of planning should be strengthened;the protection and utilization of village characteristic resources should be organically integrated with the planning and construction of villages and towns,and the village"three living"space should be planned as a whole,emphasizing villagers'participation and subjective initiative,reflecting local landscape styles and highlighting unique features in order to provide reference for the preparation of the village planning.
