“三变”改革促进耕地“三位一体”保护机制研究——基于农村基本经营制度视角

Study on"Three Changes"Reform Promoting"Trinity"Protection Mechanism of Cultivated Land From the Perspective of Rural Basic Management System

新时期,我国更加注重耕地数量、质量、生态“三位一体”保护,“三变”改革通过“资源变资产”盘活了农村耕地资源,为耕地保护提供了契机。基于农村基本经营制度视角,分析了“三变”改革促进耕地保护外部机制,得出“三权分置”为“三变”改革制度基础,“三变”改革为“三权分置”制度实践,“三变”改革作为“三权分置”和耕地保护之间的衔接机制;结合消费者剩余价值理论对“三变”改革促进耕地保护的合理性进行了论证;并进一步具体分析了“三变”改革促进耕地“三位一体”保护内在机制及路径。

In the new era,China pays more attention to the"trinity"protection of cultivated land quantity,quality and ecology.The"three changes"reform has revitalized rural cultivated land resources through"resources into assets",providing an opportunity for cultivated land protection.Based on the perspective of the rural basic management system,this paper analyzes the external mechanism of the"three changes"reform to promote the protection of cultivated land,and concludes that the"division of three rights"is the basis of the"three changes"reform system.The"three changes"reform is the practice of the“three changes”system;and the"three changes"reform is served as the connection mechanism between"division of three rights"and the protection of cultivated land.Combined with the theory of consumer residual value,the rationality of the"three changes"reform to promote cultivated land protection is demonstrated;the"three changes"reform to promote the internal mechanism and path of the"trinity"protection of cultivated land are further specifically analyzed.
