Soft Power of Emergency Management: A New Dimension of Understanding Urban Soft Power

城市软实力的重要性随着城市影响力的加强而变得日益突出。城市软实力包括常态与非常态两个方面,而非常态下的软实力建设尚未引起充分重视。通过加强城市应急管理中的软实力而提高城市非常态治理能力,提升城市安全感,成为城市凝聚力、吸引力和竞争力的基础和前提。因此,应急软实力既是城市软实力的基本组成部分,也是城市软实力发挥作用的安全保障和助推器。在软实力视角下审视城市应急管理,要求改变当前我国“重硬轻软”、软硬实力失衡的城市应急管理体系,着力推进以应急文化力、制度力、动员力与协调力为核心要素的城市应急管理软实力体系建设,以此形成软硬兼备、刚柔并济的城市应急管理系统,在提高城市应急管理能力的同时提升城市软实力。

The importance of urban soft power has become increasingly prominent with the strengthening of urban influence. Urban soft power includes two aspects: normal and abnormal. However, the construction of soft power under abnormal conditions has not been paid enough attention. It is the foundation and premise for forming the cohesion, attraction and competitiveness of a city to improve the ability of urban abnormal governance and enhance the sense of urban security by strengthening the soft power in urban emergency management. Therefore, emergency soft power is not only the basic part of urban soft power but also the safety “Guardian” and “booster” of urban soft power. To examine urban emergency management under the perspective of soft power, it is required to change the current emergency management system of “emphasizing hard power over soft power” and the imbalance between soft power and hard power, strengthen the construction of emergency management soft power system with emergency cultural power, institutional power, mobilization power and coordination power as the core elements, to form an urban emergency management system with both hard and soft power, and enhance urban soft power while improving urban emergency management capacity.
