摘要
俄乌冲突对国际政治与经济格局带来强烈冲击,突显俄罗斯与以美国为首的西方阵营之间的战略对抗,其中印度的“中立”立场受到关注和争议。从总体上看,印度保持“中立”是地缘政治权衡、对印俄和印美关系的损益评估、战略自主思维、印俄防务合作的特殊性等多种因素作用的结果,也是印度寻求最大限度规避战略风险和追求自身利益的必然选择。印度涉身主要大国间的战略博弈,寻求与俄罗斯和西方保持均衡互动,竭力化被动为主动和改善自身处境,并伺机发挥调解作用,寻求在维护印俄关系的同时继续密切与美国的战略合作。考察印度如何应对俄乌冲突及其背后的大国博弈,有助于认知印度在当前国际关系中的角色定位和对外战略特征。
The Russia-Ukraine conflict has brought shocking impacts on the global political and economic scenario,highlighting a geopolitical rivalry between Moscow and Washington-led West.India’s neutral stance,as an issue of dispute and despite the mounting pressure from the West,proves an outcome of balancing its national interests,including risk assessments,adherence to strategic autonomy,and indispensable defense reliance on Russia among others.It also seems New Delhi’s necessary option in terms of reducing strategic disadvantages involved and pursuing its own benefits.Drawn into the unexpected strategic game between major powers,India has tried to secure strategic cooperation with the US while keeping its partnership with Russia intact by equally engaging with the opposing parties,improving passivity in the dilemma,and seeking a role of mediation.This article examines how India has reacted to the conflict in Ukraine as well as the unfolding encounters between major powers behind,thereby helping understand India’s role choice and diplomatic maneuvers in international affairs.
