Survey on Risk Prevention Cognition, Measures and Risk Assessment in the Real Estate Appraisal Industry in China

为准确把握我国房地产评估行业对估价风险的认知情况,风险防控存在哪些问题,以及估价作业各阶段风险程度如何,我们通过构建房地产估价风险量表,对全国主要房地产评估机构进行了问卷调查。结果发现,抵押估价、司法评估、征收评估三类业务发生估价风险的概率最大,房地产评估独立性主要受估价委托人的影响;各机构对估价风险防范普遍比较重视,但也存在忽视业务承接风险和报告交付风险的问题;委托人或产权人故意隐瞒重大事项、委托人提供虚假资料、评估专业人员故意隐瞒重大瑕疵等是风险程度最高的几类风险。本文提出行业协会有必要统一制定房地产评估执业风险管理指引,以更好地防控评估风险。

In order to accurately grasp the cognition of the real estate appraisal industry in China on the appraisal risk, what problems exist in risk prevention and control, and what the risk degree is at each stage of the appraisal operation, we conducted a questionnaire survey on the main real estate appraisal institutions in China by constructing a real estate appraisal risk scale. The results show that mortgage appraisal, judicial appraisal and collection appraisal have the highest probability of appraisal risk, and the independence of real estate appraisal is mainly affected by the appraisal client;All institutions generally pay more attention to the prevention of appraisal risk, but there are also problems of ignoring business undertaking risk and report delivery risk;The principal or the property owner intentionally conceals major matters, the principal provides false information, and the appraisal professionals intentionally conceal major defects are the highest risks. Finally, this paper proposes that it is necessary for industry associations to formulate unified risk management guidelines for real estate appraisal practice in order to better prevent and control appraisal risks.
