增强改革的系统性整体性协同性,是实现全面深化改革目标的核心问题。作为改革对象的社会结构的本质特征、世界发展的结构性取向和解决当前中国发展面临的结构性矛盾是增强改革系统性整体性协同性的主要依据。系统性体现为改革各领域方面环节之间的关联性与耦合性,整体性强调谋划整体格局和增进整体利益,协同性关注各项改革之间的良性互动与配合,三者既相互区别又相互联系。进入新发展阶段,必须强化思想意识,加强党对改革的顶层设计和统筹协调,坚持以新发展理念为引领,加快增强改革系统性整体性协同性的制度建设。

Enhancing the systematicness,integrity and synergy of the reform is the core issue for the successful achievement of the expected goal of deepening the reform comprehensively.The essential characteristics of the social structure which is the target of the reform,the structural orientation of the world development and the resolution of the structural contradictions in the current development of China are the main bases for strengthening the systematicness,integrity and synergy of the reform.Systematicness is reflected in the relevance and coupling between all fields,aspects and links of the reform.The integrity emphasizes the scheme of the overall pattern and the promotion of overall interests.And the synergy focuses on the positive interaction and cooperation among various reforms.The three aspects are both different from each other and interrelated.Entering the new development stage,we must strengthen the awareness of enhancing the systematicness,integrity and synergy of the reform,strengthen top-level design and overall coordination of the CPC for the reform,adhere to the guidance of the new development concept and accelerate the building of system of enhancing the systematicness,integrity and synergy of the reform.
