南水北调北京段配套输水工程建设管理的思考

Thoughts on the construction and management of supporting water transmission projects in Beijing section of the South-to-North water diversion project

南水北调对优化北京市水资源配置、提升水资源安全保障及促进经济社会可持续发展和社会稳定做出了重要贡献。介绍了北京市南水北调输水工程建设内容、布局、特点以及取得成效,针对自来水厂保障水源单一、输水管涵上方土地利用缺乏统筹考虑、工程建管衔接不紧密以及运维标准规范不健全等不足,结合南水北调工程高质量发展的要求,提出提高水源保障能力、管线与城市绿道相结合、加快制定运管规范标准等建议,为后续更好建设南水北调配套工程和利用南北水调水提供参考。

The South-to-North water diversion project has made important contributions to optimizing the allocation of water resources in Beijing,improving the security of water resources,and promoting sustainable economic development and social stability.This paper introduces the construction content,layout,characteristics and achievements of Beijing South-to-North water diversion project.However,there are still many deficiencies in the waterworks,such as single source of water supply,lack consideration of land use above water pipelines and culverts,poor connection between engineering construction and management,and imperfect operation maintenance standards and specifications.Combined with the requirements for high-quality development of the South-to-North water diversion project,this paper puts forward to improve the water source guarantee ability,combining pipelines with urban greenways,and speeding up the formulation of standards for operation and management.Those suggestions provide reference for the subsequent construction of South-to-North water diversion supporting project and the utilization of South-to-North water.
