摘要
随着国家生物安全管理要求的不断提升,我国高校逐步加强生物安全实验室备案工作,但与“应备尽备”的指导要求还存在一定差距,同时已备案的实验室面临监管方式单一、检查体系缺乏特色、管理专业化水平有待提高等问题。该文借鉴国外高校先进经验,并结合近年来工作实践,从法规制度、政府高校沟通机制、备案管理工具书三个层次展开分析,引入“政府—高校—实验室”联合主体的概念,提出信息化、科学化、专业化、工具化、制度化的“一体五化”管理机制,以期为我国高校生物安全管理工作提供借鉴。
With the continuous improvement of national biosafety management requirements, colleges and universities in China have gradually strengthened the filing work of biosafety laboratories, but there is still a certain gap with the guidance requirements. At the same time, the registered laboratories are faced with problems such as single supervision mode, lack of characteristics of inspection system, and need to improve the level of management specialization. Based on the advanced experience of foreign universities and combining with the work practice in recent years, this paper analyzes the three levels of laws and regulations, government-university communication mechanism and filing management reference book, introduces the concept of “GovernmentUniversity-Laboratory” joint subject, and puts forward the “One union–Five direction” management mechanism of informatization, scientification, specialization, instrumentalization and institutionalization, in order to provide reference for the biosafety management of universities in China.
