Current Situation,Problems and Suggestions on Implementing the Empowerment Reform of Job-related Scientific and Technological Achievements in Guangdong

从广东职务科技成果赋权改革现状出发,梳理分析国家、广东层面相关政策措施,并针对广东赋权改革政策落实中存在的问题,提出出台赋权改革配套政策、建立尽职免责机制、完善地方性法规等对策建议,为推动广东深化实施职务科技成果赋权改革、促进科技成果转化提供参考。

Based on current situation of the empowerment reform of scientific and technological achievements in Guangdong,this paper combs and analyzes the relevant policies and measures at the national and Guangdong levels,and in view of the problems existing in the implementation of reform policies in Guangdong,it proposes countermeasures and suggestions such as introducing supporting policies for the empowerment reform,establishing exemption mechanism,and perfecting local regulations,in order to provide reference for Guangdong to promote the deepening implementation of empowerment reform of scientific and technological achievements,and promote the transformation of scientific and technological achievements.
