政府数据开放生态系统的理论、要素与模型探究

Research on the Theory,Elements and Model of Open Government Data Ecology System

[目的/意义]政府数据从开放、利用到价值实现是一个可持续的动态系统,构建良好、平衡的政府数据开放生态体系具有重要意义。[方法/过程]梳理生态系统的理论渊源和生态系统理论在政府数据开放中的适用性,进而分析政府数据开放生态系统的概念和构成要素,并构建生态系统模型。[结果/结论]生态系统的系统观、平衡观、人本观和互动观为分析政府数据开放的生态特性、指导政府数据开放实践提供了一种方法论,政府数据、政府数据开放利益者、政府数据开放生态环境等要素以及各要素相互联系、相互作用构成了一个生态系统,后续研究应从理论和实证两方面深入研究政府数据开放生态系统的运行保障机制。

[Purpose/significance]The process from open,utilization to value realization of government data is a sustainable dynamic system.It is of great significance to construct a good and balanced open government data(OGD)ecosystem.[Method/process]By summarizing the theoretical origin of ecosystem and the applicability of ecosystem theory in OGD,this paper analyzes the concept and components of the OGD ecosystem,and constructs an ecosystem model.[Result/conclusion]The system view,balance view,humanistic view and interactive view of ecosystem provide a methodology to analyze the ecological characteristics of OGD and guide the practice of OGD.OGD is an ecosystem composed of government data,subject and ecological environment,as well as their interrelation and interaction.Further research should focus on the guarantee mechanism of OGD ecosystem from both theoretical and empirical.
