利益相关者视域下科学数据开放政策协同研究——基于NVivo 12的质性文本分析

Research on Policy Synergy of Open Research Data Policy from the Perspective of Stakeholders:A Qualitative Text Analysis Based on NVivo 12

[目的/意义]针对参与开放科学数据的众多利益相关者之间的政策协同问题展开理论探讨与实证研究,从质性文本分析的研究视角为多个利益相关者制定与完善其科学数据开放政策提出政策建议。[方法/过程]首先在界定开放科学数据的政策协同问题的相关概念与分析维度的基础上,阐述参与开放科学数据的众多利益相关者之间政策协同的必要性,然后提炼利益相关者之间的政策协同观测要点并构建政策协同评估体系,最后利用质性文本分析法针对多个利益相关者之间的政策协同程度展开评估分析。[结果/结论]参考与借鉴美国、英国、澳大利亚、加拿大等发达国家的先进政策实践,为持续调整与完善各个利益相关者制定的现行科学数据开放政策提出政策建议,以期构建利益相关者之间紧密配合与协调一致的开放科学数据政策体系。

[Purpose/significance]This paper carries out theoretical discussion and empirical research on policy synergy among various stakeholders involved in opening research data,and makes policy suggestions for stakeholders to formulate and improve their open research data policies from the perspective of qualitative text analysis.[Method/process]Firstly,on the basis of defining the relevant concepts and analytical dimensions of policy synergy of open research data,this paper expounds the necessity of policy synergy among various stakeholders involved in opening research data,then extracts the key points of policy synergy observation among stakeholders and constructs a policy synergy evaluation system,and finally conducts policy synergy assessment and analysis among various stakeholders through the qualitative text analysis method.[Result/conclusion]With reference to and drawing on the advanced policy practices of developed countries such as the United States,the United Kingdom,Australia and Canada,this paper puts forward policy suggestions for continuously adjusting and improving the current open research data policies formulated by various stakeholders,with a view to building an open research data policy system with close cooperation and coordination among stakeholders.
