Thoughts on the Renovation and Governance of Old Communities Based on the Concept of Resilience

老旧社区设施落后,治理能力薄弱,韧性短板突出。考虑到资金、空间、人员有限的现状,老旧社区韧性建设必须紧抓费效比和灵活度两大核心要求,围绕韧性理念的四个方面,通过创新机制和落实预案提升社区制度韧性,借助制度优势和社会热情提升社区组织韧性,利用适老化新技术和居民自身技能提升社区技术韧性,改进规划管理流程和设计手法,提升社区空间及设施韧性。

The old community has many problems,such as outdated facilities,weak governance ability,and prominent shortcomings in resilience.Considering the current situation of limited funds,space and human resources,the resilience construction of old communities must grasp the two core requirements of effectiveness-cost ratio and flexibility.Aiming at the four aspects of resilience concept,we should improve the resilience of community system through mechanisms innovation and implementation of emergency plan,improve the resilience of community organization with the help of institutional advantages and social enthusiasm,improve the resilience of community technology by using new elderly-friendly technology and residents’own skills,and improve the resilience of community space and facilities by improving planning management process and design methods.
